Minutes from the September meeting were accepted.
Treasurer’s Report was accepted. Sandie will send out budgets for next year to all committee
chairs soon for their input. Budgets need to be returned to Sandie by October 31.

OLD BUSINESS
Safety – Neighborhood Watch
There was not much interest among residents in joining Neighborhood Watch, though many
folks do this informally. Barry will check on the web site to see if he can learn of any possible
liabilities if we post a Neighborhood Watch sign.
Alarm systems across CHOA- review options
Wilsonville Lock has sent a list of around 103 people they think are currently using their
services. However, we know that many of these people do not use the system. Our
contract with Wilsonville Lock says they are to provide service to up to 228 homes.
Barry suggested we pay only for the homes using the system and thus, less money. Janet wants to double check the list to make sure the people actually have the service.
She, Barry and Ken will follow up. Barry will also follow up with Wilsonville Lock to get
more clarification about their services.
Parking lot signs
Work has started. We need dry days to do the striping.
Rec Hall C
Painting has started.
We will open the Rec Hall when it becomes safe to do so.
Website Support
Robin reported that she and Barry checked with Working Web Solutions. That company gave
us two options and a quote. They do not use WordPress, our current system. They could
create a new website for under $3000 and an annual fee of $157. We may seek quotes from
some other vendors.

Steve knows a good potential candidate and will reach out to him.

Committee Updates
Pools
Four are still open. One (e) is not being used and Steve recommends shutting it down. All pools
will be shut down on November 1.
Some work needs to be done with a drain and it will cost around $1000.
Landscape
Things slowed down due to the smoke. The recent windstorm caused a lot of tree limbs to fall.
The good news is that we have not been having trouble with the irrigation system.
Welcome
A lot of people have moved in recently, seventeen so far this year, and there are still many
home sales pending. Janet is also still trying to connect with people who came to CHOA in
2019. People are responding well to Janet’s invitations to meet at her home.
NEW BUSINESS
Emergency Preparedness
Eric Hoem reported that tomorrow is the great shake out. This is to prepare us for a major
earthquake. In the event of such a quake, Charbonneau could be isolated for two weeks.
Board members were invited to participate with Eric as he leads the shake out.
Eric serves on a country club committee that monitors safety preparedness. This connection is
very valuable.
Several CHOA Emergency Preparedness Committee members took CPR training. The fee was
$60 and each participant had to pay $20 while the board paid the rest.
Board Resolutions
Barry thinks we need to look at the parking rules again. He volunteered to review the rules and
to make recommendations for board deliberation. We will vote on changes at the next board
meeting.
Food Carts in CHOA
Barry was given the go ahead by the board to make arrangements for food carts (one at a time)
to come to Rec Hall C once a week to serve CHOA residents.
