Old Business
Additions to Rec Hall agreement
Discussion postponed until next meeting when Doug will be present and address his research to
date. Jan urged everyone to read carefully the information Doug sent to the board. Additions
to the Rec Hall agreement may be found in Doug’s 10/14/19 email to board members.
Chimneys and Brick Walls
Nothing new to report.
Janet mentioned some issues related to chimney and other vents around homes. Apparently
some animals may be chewing on materials and causing leaks. Jan and Steve will draft
suggestions for homeowners to care for their chimneys and vents and put the suggestions on
the website.
Report on efforts to address street safety
Patty Nelson the person who attended our last meeting, is no longer employed by the City of
Wilsonville. Her replacement, Khoi Le, said our speed limits are consistent with city policy and
are fine. The letter we sent to Patty seems to have been lost by the city. Jan will resend the
letter to Khoi and will invite him and a city council member, Joann Linville, to a future board
meeting to explain to them why we should have lower speed limits. Our best argument is that
our streets are narrow and we have multiple users including cars, trucks, bicycles and
pedestrians.
Jan said that UPS and FedEx were contacted and were very responsive, but they wanted the
truck numbers. Jan also felt that the drivers where probably not speeding according to our
current 25 MPH limit which is too high.
The board decided to order and place more “slow down” signs. Some signs on Fairway Dr. have
disappeared.
10:30 am – New Business
October Shakeout
We had good participation by homeowners.
Steve suggested that we put fire extinguishers outside at each pool and make them accessible
to residents. Packard moved to do this and the motion passed. We will publicize this on our
website. Jan will put out a notice to residents about our new extinguishers and the importance
of everyone having one in their home. Steve will check with Eric about placement of the new
extinguishers.
2020 Budget planning
We lowered our budget by around $3000 this year. Our costs for pool maintenance are lower
because we are using salt water. Karen adjusted her part of the budget so she could purchase
more bark dust. The cost of painting is going up so it is necessary to increase each member’s
regular contribution to the paint fund. NW Gas prices are also going up.
Packard moved to approve the budget with a dues increase of $5/month and another
$5/month increase in contributions to the paint fund for each home. Approved unanimously by
the board. Sandie will explain the need for the increases in the dues letter that goes out in
December.
Janet wondered if we are putting enough money into the reserves. Sandie said that we are
putting in the amount recommended in our reserve study.
Irrigation system
The golf course improved their system this year. CHOA needs to make pressure adjustments
accordingly. We are currently in jeopardy of mainline breaks. We had eight this year. Karen
and Jan asked Garron Grounds to prepare a proposal for us to consider. Cost for the proposal is
$2000.
ACH Payment for Dues
Sandie reported that CHOA can offer to homeowners the option of paying HOA dues monthly
via the ACH system through Columbia Bank. Arbor Lake has been using ACH for a few years, so
Ann Higgins is familiar with setting up our homeowners. Many homeowners like it because
they fill out the form, and Ann does the rest and their payments are made monthly without
owners having to do anything, even when changes in fees occur. The cost to homeowners is
nothing. They can simply fill out a form, staple a canceled check or deposit slip to the form, and
return to CHOA (Ann). The cost to CHOA is $50/mth in processing fees.
Board approved offering to their homeowners the option of paying their HOA dues monthly via
the ACH system through Columbia Bank.
Range Resident Use of Pool
Board approved allowing Range residents to use CHOA pools at a cost of $400/year per
household. Range residents will also pay $100 for a refundable key fee. CHOA will work
directly with the Range HOA to have them gather the fees from their members.
Pool Maintenance
Board approved resurfacing the bathrooms at each pool to match the new pool decks. Cost will
be approximately $6000.
Repairing common sidewalks.
Steve requested permission to do maintenance at a cost of around $6900. This fits within our
budget. Approved.
