Minutes
November 2021 meeting minutes were approved.
Treasurer’s Report
Sandie is getting ready for year end. Anyone with invoices should get them to Sandie before January 1. Sandie transferred $30,000 to reserves to cover part of the storm damage expenses.
Barry mentioned that he had sent the letter to all home owners about the HOA dues increase. He received one question from a resident. No one from the board has heard any concerns.

OLD BUSINESS:
New Board Member Search
Parkard moved and Ken seconded to appoint Bob Bush to the board to complete the term of Paul Sundstrom. The vote was unanimous in favor. Bob will be up for re-election in 2024.
Investment Policy/Financial Advisor- Sandie
Sandie, Janet and Barry will meet to discuss our investment policy and make a recommendation to the board.
Emergency Preparedness
Nothing to report this month.
Review CCRs and Bylaws for compliance to new requirements- Packard
Packard will take the lead in reviewing our Bylaws for compliance and will report back at the next meeting.
Home Owner Maintenance obligations
Our attorney reviewed the CC&Rs regarding the Board’s roof question. She said:
We can’t require owners to replace their wood shake roofs by a certain date. The only requirement owners have under the CC&Rs is to keep their roofs in good condition. If one of the roofs needs substantial repair or replacement, it is a different story, and they will be required to obtain ARC approval based on the Association’s current guidelines. Wood shakes are falling more and more out of favor because of the fire hazard they present. But, especially in this part of the state, there hasn’t been such a significant change in the fire risk that the Board would have authority to impose a requirement on owners that isn’t expressly in the CC&Rs.
Ken noted one roof that he is concerned about. Barry suggested we send a note to remind all residents to keep their property in good condition including the roofs. The note will also give suggestions for good maintenance. The board agreed to this. Barry will draft a note for board consideration.
Steve suggested that the board appoint a committee to create standards for upkeep. Barry said he would give this to the architecture committee to do.
Committee Updates–
Rec Hall C- Packard
People are beginning to use the Rec Hall.
Steve reported that he is waiting to hear from Comcast about wifi access. He is also looking into installing a camera to use for zoom meetings.
Landscape
Karen said they will try to get in one more mowing before the end of the year.
Karen reported that the golf course is seriously considering taking over the maintenance of our putting green. Their proposal is that CHOA would assist with $350/mo toward maintenance which is less than we currently pay Garrons and the green will be kept to golf course standards. This agreement has a ninety-day trial period in which either party can end it.
Parkard moved and Sandie seconded to approve this agreement. The motion passed unanimously. The golf course board must also approve the agreement.

Charbonneau HOA meeting
Barry reported that the first meeting of all the HOA presidents will be tomorrow.
Gutter Cleaning
Robin asked about the status of gutter cleaning. The cleaning has begun and Barry will put out a notice of that.
