10:00 AM – Welcome and Call to Order: Barry Hendrix presiding
Barry Hendrix called the meeting to order at 10:00 a.m. and welcomed guests.
Open Forum
Barry started the meeting by allowing guests to ask questions. Steve and Martha
Stevens expressed concerns about shrubs limiting vision for traffic. They are removing
the shrubs at their expense. They also have concerns about the speed of traffic on
Fairway. Steve mentioned that we are in the process of working with the city about the
speed. A city representative will be at the October meeting. We will also put in some
signs soon to tell people to slow down.
Bubba Heard asked about the process of taking out a tree. Steve explained the rules of
CHOA, the City and CCC. CHOA will accept a request (form online) to remove a tree. If
the CHOA landscape committee approves, the request goes to CCC. The City tends to
approve removal if a tree is causing damage or is a hazard. “Messiness” is generally not
considered adequate reason to remove a tree. If approved, the owner pays for tree
removal, but CHOA will pay for stump removal. Any tree removed must be replaced by
another tree.

**Treasurer’s Report. Discussed past due accounts. Also discussed needed repairs on
some houses. We can fine owners if they do not properly care for their property. We
must give a twenty-one-day notice.
10:15 AM – Old Business
• Speed of cars on Fairway. Update on speed check equipment– We’re waiting for
the city to respond to our questions. We will put up “slow down” signs as soon as
they arrive from Amazon.
• Parking on Fairway update – Robin sent a list of five questions to Michael Carr about
parking and enforcement on our streets and in guest parking areas. We are waiting
for responses.
• Reserve Study Painting Account/New software options? Still working on what to do
with the trust account.
• Additions to Rec Hall agreement. Doug said most HOAs go further than we do with
their agreements. Questions remain about indemnity, insurance, noise, who may
rent the Hall (should it be owners only and must the owner be present?), wet
swimming suits, no smoking, permissible hours, types of functions and so on. Doug
will draft an agreement for board consideration at a future meeting.
• Neighborhood Watch – Training to be held September 21st
• Guest Parking – See Parking agenda above.
• Rec Hall Bulletin Board. Steve presented a bulletin board he found online. Board
will purchase this and have it installed.
10:30 AM – New Business
• Painting Trust. We will make a decision within a couple years about whether or not
to extend the time between house paintings. We’re using a better paint now and we
may be able to go beyond seven years.
• Golf course bathrooms. Garrons does not pay for use. CCC pays to have the golf
course keep the bathrooms clean.
• Finishing of Rec Hall Bathroom. Steve got one bid to remodel the bathroom
and complete work on the kitchen window. Cost would be $6000 to $8000
depending on the cost of materials we choose. To complete the window work
it would cost an additional $3000. The board agreed to use up to $11000 of
funds allocated from other parts of the budget to do the bathroom remodeling
and window work. The Hall painting can wait a couple years if necessary.
Construction will begin on the bathroom and window after the pool is closed.
• Feeding of wildlife. The board voted to change the landscape rules to prohibit
any feeding of wild birds or animals except humming birds. Sections two and
three of the landscape rules will be appropriately amended. One member
voted “no” on the motion and one abstained. Barry will draft a statement to
send to owners.
• Water bill. We will get a $600+ refund for our water bill because it was too
high last month. We hope the billing will be accurate in the future.
• Doug expressed concerns regarding Sakajawea road conditions. Steve is
following up.
